Dynamic Program Email Variant Filtering

Adding to the pile of posts about the lack of parity between old JO and Dynamic JO programs, you should be able to have email templates with variants without filters in a program.

There are several scenarios where a template may be used across multiple programs that do not have a need for the same variants. Old JO required any tokens be mapped even if it wasn’t an actively filtered variant (which was also silly), but at least it didn’t require a filter. 

In Dynamic - you have to apply a filter for every variant even if the variant doesn’t have anything to match to in that program.
