Email Subscribers When an Article Is Updated

Add a system email trigger that automatically notifies users who are subscribed to an article whenever that article is updated.

Currently, subscribers can receive email notifications for activity such as new topics and replies, but updating the content of an existing article does not generate a notification. This creates a gap for communities that maintain evergreen documentation, product guidance, release information and other frequently updated resources.
