Expanded Idea Permissions

Ideas should have the same permission options as other categories: 

• Visibile
• Create Topics
• Create Replies

And questions like this show use cases for also a permission around who can vote. 

• Workaround needed: Keep Ideation read-only (prevent new Ideas and new replies from being submitted in Ideation)

I can imagine use cases where a community might want to limit who can vote on ideas: 

• Excluding staff users from voting
• Excluding staff/partners, just customers
• Excluding prospects
