Ideas should have the same permission options as other categories:
- Visibile
- Create Topics
- Create Replies
And questions like this show use cases for also a permission around who can vote.
I can imagine use cases where a community might want to limit who can vote on ideas:
- Excluding staff users from voting
- Excluding staff/partners, just customers
- Excluding prospects
