Extend post fields to end-users

The feature of adding custom fields to topics exists but only for admins. We would be interested in the ability to create custom fields (open text, radio, multiselect) that would show up when an end-users is creating a new topic.

It would also be great if we'd have the ability to specify which types of posts we’d like this custom field to show up on: Questions, Conversations, Ideas, Articles.
