When adding an attachment to a Timeline entry that is linked to a Relationship, the attachment is only accessible at the Relationship level. Access to Attachments should roll up to the Company level, with appropriate filters.

For companies that are using Relationships in a limited way, this forces us to add the Attachments tab to the R360 and can create too many clicks and/or paths to get to the records.

Not every company uses relationships in the same way. We need flexibility.
