Goals UI Improvements

This is all direct feedback from a CSM who participated in an internal UAT on Customer Goals.

#1 - the "recently added" highlighted section makes it look like there are 2 goals instead of one. This is confusing, especially since 2 goals were created instead of 1, so it looked like 3 goals.

#2 - if no CTA is available, then "associate to CTA" should not be an option; it was confusing when I was directed to a blank CTA screen and then had to cancel and create a new CTA.
