Greater design flexibility with builder pages and certificates

Currently, custom styling cannot be applied to content blocks with courses in builder pages. This presents a blocker for adopting these pages because it prevents us from meeting brand and style guidelines. Being able to apply global css to these blocks would unblock their general use. 

Certificates also have limited styling or customization options that can prevent their general adoption and use.
