GS Home Cockpit: Allow Creation of Cockpit Views

Today in the Global and 360 Cockpits, as an Admin I can create Admin views of CTAs for my users, and users can create custom filter sets and save those as custom views.

For the Cockpit widget in Home, neither of those are possible today. If I’m in Home using the Cockpit widget, I would expect the same capability (and importantly, the same way to do the same thing) as I get in the Global and 360 Cockpits.
