Hide Product Areas with Zero Product Updates in Product Area Filter

Per the discussion below, the Product Area filter on the Product Updates module shows all products, even if there are not any product updates. 

We have a use case for some product areas to use product updates and other not to use product updates. Therefore, we’d prefer for product areas without updates not to show in this filter (or to be able to configure the widget to show only those with updates).
