Horizon Rules: Allow adding steps in middle of flow

One of the bigger challenges I have had with the rules is that it doesn’t appear you can add a new step in the middle of the flow.  You have to delete everything up to that point, add the new step (e.g. transform) and then rebuild everything.  This is really painful, risky, and time consuming.  

For example, we had a situation where we needed to derive 10 case fields in a transformation.  This was the second step in a 5 step flow with actions.  The business wanted to add one more case field and we were stuck because you can only have 10 per transformation.  So we had to delete everything up to that transformation.  Then add the new one and rebuild everything else hoping we didn’t miss anything.  This is very risky.  

This request is to find a way for us to add steps into the flow without having to rebuild everything.
