Horizon Rules: Update CTA Due Date and cascade to CTA Tasks - Allow for Earlier Due Dates

Use Case:  we need to update the CTA Due Date and the related CTA Task due dates to be EARLIER than what their currently values are.

Example: 

current CTA Due Date = 10/24/2023

current CTA Tasks Due Date = 10/24/2023

desired updated CTA Due Date = 8/31/2023

desired updated CTA Due Date = 8/31/2023

Issue:  current functionality doesn’t allow for the CTA Tasks Due Dates to be updated to a value that is EARLIER than their current value.  This has been confirmed by GS Support and L2 as a current limitation:

The ask here is to allow for CTA Due Date updates to cascade to CTA Tasks regardless of whether they are earlier or later than existing values.
