Improve the Insert Link workflow.

The “Insert Link” workflow leaves much to be desired. (These are all Documentation 101, as far as I’m concerned.)

1.) Cannot lookup another article

2.) Cannot insert a link to an anchor/bookmark within the same article

3.) Cannot set HOW to open a link (new window/tab, new frame/pop-up, same window/tab, etc.)
