In the V2 editor, allow adding steps from other templates

In the V1 editor, it is possible to add steps from other templates. However, in the V2 editor, the only options are to add steps from the current template or from the default template (created by Gainsight).

Adding steps from other templates would allow team members to:

• Use content from both an existing V1 engagement and also from our new V2 template in the same engagement
• Leverage steps and CSS from replaced templates (will not be an issue when editing templates is an option)
