Increase Rule Name Character Limit

We have standard naming conventions for our rules that are used as prefixes in addition to folders, but we also will add a JIRA ticket number before that for rules in staging, and sometimes version history Vx (v1, v2, v3, etc) to rules when we’ve iterated on them.

Suffice to say that names can get lengthy. Are there more instances than not where you can’t see more than 20 characters of a rule name anyways? Yes, but that’s its own problem.

Please give us more than 80 characters for rule names in rules (specifically Horizon Rules):

Bionic rules seemed to be at least 100 characters, so it’s rather vexing to see this shorter - it doesn’t even tell how how much you need to shorten it by. One? Ten?
