Migration of S3 rules

With the implementation of the horizon rules, we are no longer able to easily update the S3 data pull details.  This means that, when we migrate from Sandbox to Production, we cannot adjust to the correct S3 bucket.

For some rules, this is a quick and easy fix.  For other rules, this can be a complicated process to recreate.  It would be great if we could update the data source pull in Horizon like we could in Bionic.
