Programs should operate the same way

When a Program has un-mapped tokens in unused versions, it is typically not a problem.  Since the program is not using those versions, the emails send as expected.  This is importnat, because sometimes new versions are added for manual email sends that are not used by the program.

However, if that default email template contains a Survey link and is used in a Survey Program, the entire Program fails if any unused versions do not also have a survey token mapped.

This request is to make the system consistently ignore unmapped tokens in unused versions for all Programs.
