Provide automatic notifications for failed/skipped PX Amazon S3 Integration export jobs

The only way to know if the PX Amazon S3 Integration export jobs were successful is to review the status of the AWS_S3_PUSH job in the PX Admin Console.  

It would be much preferred if we could get notified in case of failure in exporting Gainsight reports to the S3 via email/MS Teams and/or hook it up with PagerDuty.
