Red dot on Filter icon in HA dashboards serves as notice when filter has been applied

The red dot notification on the filter icon on a dashboard is misleading. 

Expectation: the red dot appears when the dashboard has been filtered using one or more of the global filters available.

Reality: the red dot appears when the dashboard has global filters available, even if none are currently applied to the dashboard

This request is to only have the red dot appear when a filter is actively being applied to a dashboard.
