Sharing User Groups does not have usable operators to create dynamic group

Hi Team,
 

When we are creating a sharing group under data permissions, we are seeing only 4 operators (image attached) for string fields.

Example field - User Title

But, when we select same field in User groups under user management, we are seeing plenty of operators(GIF attached).

So, here customer would like to have the same operators(which are available in User groups under user management) while creating a sharing group under data permissions.
