I created some custom fields such as decision criteria, decision process etc (number field). However, the thing is that I cannot change the order over there

I know that some of them are hardcoded like tier, revenue etc. But the rest, even the custom field I'm not allowed to adjust the order  

Some filed like contract start date, or APP ID is not needed for as well
