Sticky modules within a topic view in control

When we open a topic in Control, three modules are available: “Overview”, “Details”, and “Team notes”.

It would be helpful to have these modules sticky, so they remain visible while scrolling. Currently, when a topic has many replies, the modules are no longer accessible lower down the page.

To perform a moderation action, we have to scroll back to the top to access the three modules again.

It would be great to keep them visible while scrolling down.
