Stop creating Person records without identifiers

We are even experiencing this and our support ticket is 435157.

These duplicate, unlinked person records cause a litany of issues. This feels like something that should be, at the very least, an admin account wide toggle that allows us to set the option to absolutely block creation of these duplicate contacts across the entire Gainsight instance.
