Support Groups in CTA API

I use the CTA API pretty extensively to programmatically create CTAs based on data from outside systems, it works great.

One of the things that is not supported by the CTA API is the ability to assign the CTA to a group for a segment of customers that utilizes the pooled model. The solution is to assign the CTA to a placeholder and then reassign it via the rules engine, but this is an added step that also introduces delays with these types of CTAs.
