At present, you cannot request users upload a profile picture when they create their user. It would be amazing if they could upload their profile pic when creating their account. Otherwise, they need to do so of their own volition, or I have to suggest they do that in my onboarding messaging.
If you ever had a profile with us, there's no need to create another one.
