When a user attempts to change the value of a manual scorecard mesure we would like to force them to create a timeline entry to justify why the metric is changing.
An error message should be thrown if the user tries to update the manual scorecard measure without any timeline entry.
Is that possible somehow? Any ideas how this can be accomplished?

+3One thing you could do is create a report of updates without comments, and surface them to the respective owners.
