We have a journey map that we've created using linked CTAs with respective Tasks. We are investigating sending out Copilot outreaches to certain users at the completion of specific Tasks. When building a Power List, I can see which accounts/users meet the criteria, but is there a way to see which Accounts meet the initial criteria, but don't have a user to email?

This would be good to know, so we can make sure all our customers are getting emailed when they should be and if there isn't a designated user to email, our CSMs can clean up SFDC to reflect the right users.
Summarizing my understanding - Some accounts does not have contacts / user to email then you want a Call To Action to CSM to fix that account.

This can be done in Rules engine using the Absence of data feature and you can put the same condition, get the accounts that does not meet the criteria and create CTA for all of those accounts. Refer here to get the rule setup.

Let me know if this helps or not.
We were looking more for a report that could show us an account-level of who met the criteria, as well as a user-level so we can see which accounts met the criteria, and which do/don't have users to send emails. Creating the CTAs is a good idea for getting the work done for accounts that are missing users though.

I guess we'd just need to create a custom report and validate against the Power List?
