I'd like to have the ability to reference Power Lists from within the rules engine to trigger Send Email Actions.

No, this is not possible at the moment. Can you explain your usecase a bit more? 
I am generating an internal power list which contains our Executive team. 





They requested an email alert (as opposed to a CTA) them when a customer's Overall Health Score drops into the red zone.





I was hoping that the power list generation feature in Co Pilot could help me achieve this. 





Alternatively, a field where I can manually enter a recipient's email address in the Email Action would be ideal.
If the exec team are SFDC users then it would work fine. If not, you can create users (using free chatter license or similar) for them.
