Action column on reports in C360 sections

Curious what the community thinks about this.  On reports you add to the C360, it automatically adds the "ACTION" column to allow editing/viewing.  Is there value in making this DEFAULT ON, but allowing admins to turn it off, either report by report or section by section?

I'm interested in being able to move this column. Currently it sits at the far right end.

Bumping this back up. We need the ability to turn this on or off. There are objects that we pull in data to view - but our end users don't have the ability to edit and it frustrates them greatly when they see an edit pencil but get Insufficient Permissions - then they open a service ticket thinking something is broken.
