I make heavy use of Moderator Tags for custom reporting and to trigger Zapier automations. 

For content moderation, it would be great if the filter for Moderator Tags (note: incongruous naming of Moderation Tags on this filter) had the option to do a contains/does not contain or includes/does not include for specific tags. 

Currently, you can select from a multi-select list of existing tags. However, when I select all and then remove a tag, it does not filter out those with the excluded tags if they are also tagged with one of the other tags.
