Organize rules similar to how reports are now organized

The recent addition of organizing reports is a great start; however, rules still potentially suffer from visual pollution (especially as one gets to dozens or hundreds of rules).  While the filtering capability is good, the ability to organize in a taxonomy similar to reports would be welcome (or tags or some other methods).  Right now most folks just use sloppy namespacing.
