I have sent out 2 outreaches in the last 2 days and it took more than 2 hours for each to be sent out. I was sending out to 50 users in each one of the outreaches. Is something that happens in the background preventing the outreach to fire?

We did have hotfix push as Ian is alluding to in his response above. Do you have another outreach scheduled for tomorrow? If so, lets see how long that one takes to send and if it takes awhile I would suggest putting in a support ticket.
