What's the best way to accomplish that? Is there an OOB functionality/setting they should be using?

Unfortunately I don't believe there is a way to do what you're asking. They would have to manually change the CTA status to Work in Progress. This would be an enhancement request.

Awesome Srinivasa! Lila Meyer and the docs team, can we have a support article to do this currently with the process builder with the video that Srinivasa added?
This is most definitely not a solution. Just a workaround.
