Enable groups notifications for non-private groups

Hello @Scott Baldwin thank you for your idea. Would you see email notifications like we have for private groups? I'm asking because I fear it could be a bit too much to have an email notification each time especially because no action is required to approve the user. Maybe a webhook could be interesting to integrate those notifications in other tools like Slack. I'm curious to hear your thoughts. 

Yes, literally I’d just copy over the option you have in private groups now, perhaps with an email change. Love the webhook to integrate into other tools like Slack, Teams, etc. that folks may be using. I’m also going to play with Zapier here.
