Create CTA API failure for Playbook with Special characters under Relationship

When we use the API Rule to add an objective CTA under an existing success plan, the CTA Playbook under Relationship level with name containing the special characters (“:”) or spaces failed (see below error) to create the CTA. However the rule succeeds to create CTA if we build the same playbook (with special characters) under Global Level. 

Error code: "COCKPIT_7516” : Invalid playbook name

With this limitation, we needed to recreate all the playbooks and remap the templates to Global one’s. We need to have the API function in the same way across all the levels.
