Ability to Deactivate Admin & Manager profiles

It would be helpful to have the ability to deactivate any Manager or Admin profiles that are no longer needed.

Currently, you can only delete their user profile, which in turn would delete any completion records that may also be tied to their profile.  

At this time, because I can’t deactivate the profile, or demote them to a learner (and then deactivate), I’m left with tweaking the email address on file, which is not an efficient method of managing active admins.
