The default value for a matrix object only applies when you try to actually load that value. If you just create a record from a file that doesn't contain a mapped value, it's just NULL.
So, idea 1 is that the default value should, in fact, be the value that is populated by default, regardless of whether my file has that column mapped.

I agree - it would be very helpful if the default value that you set for each field in an object were to take on that value, even if the table was populated through a rule (as opposed to a data load).
