I found this. Clickpath for posterity: Administration -> Cockpit Configuration -> Search "Copilot Configuration" -> Find and click "Add Copilot Permission" -> Find and click "+ User(s)" -> add applicable users. Permissions are displayed in a matrix, you will want the one that is column "View Analytics", row "Outreach".
