Best workaround is to schedule on 1st and 15th of every month or something similar. And this also has to be done in two different rules. It would be handy to have the ability within one rule.
This would be the beginning of a more robust scheduling system.

I would add that we need more flexibility for scheduling rules in general. A common question from every client that I've worked with is - trigger-based/real-time/near real-time rule runs. For example, some clients want to trigger off Welcome CTA/Email once an opportunity closes vs. having to wait until the next day. The only option currently is to copy the rule and change the schedule, but that is just a workaround and not an efficient design. I understand that GS is not a real-time system and our "best practice" is to run rules daily, but this is a typical ask.

We are considering the options of event based system in H1 of 2016 but still pretty vague on scope and timelines. Will keep you posted on that updates. The usecases that you provided are not compelling because the delay of 24 hrs in B2B CSM is kind of okay compared to a case closure survey that needs to be triggered within 15 mins of closing a case. Please keep adding more usecases to this thread that will help adding more weightage to this feature.

+2Specific use case is Sending Bi-Weekly status update CTAs. Since these aren't date driven (meaning we don't have a filter that says Date = Subtract 15 Days from Rule Date, for example), we have to rely on the scheduler. We have created two rules, one to run on the 1st Monday of every month, and one to run on the 3rd Monday of every month.
I also understand opening the rules up to a more robust scheduler, like trigger based, could really sacrifice performance and isn't really how the system is built to work. I think this specific use case falls more under a "nice to have".
