Add token values to the CTA Name

I would like to add token values to the CTA name, similar to how we can with the comments. This could allow for more specificity in the CTA, for example:

[x] P1 Cases filed
[y] % change in Spend this week.
For instance level CTAs it could be valuable to highlight the instance that triggered the rule

      Daniel -- absolutely agree. Great idea!

      Also tokens should be available when setting a scorecard comment. "@AccountName has been set to Red because they only did @WidgetCount widgets in the past week."
