Global filter on scorecards and reports 2.0

Currently it seems to look like a global filter cannot be added to dashboard using the two different UIs. Would be good to have them all in one place to be able to use the Global filter.

    We are currently working on revamping scorecards, and we will be enhancing global filters to work with scorecards view.
