Have link not expire on Timeline attachment

When trying to download an attachment from timeline of the bulk edit-scorecard we have a link that expires after an hour.  But you are still given the option to click, and try to download this attachtment or view, but it errors out.  We would like to see the ability to be able to download or view when the link is present in the product.
