"Hide in Reporting" Shouldn't Hide Anywhere But Reporting

I created a custom to build a URL, and I don’t want the field to show in reporting, but do need it to show in the Rules Engine so that I can use it in a rule.  This post says it was was implemented, but it was still happening to me as recently as yesterday.

So, suggestion would be that “Hide in Reporting” would ONLY hide the field in report builder and not anywhere else in product.
