Hold links / URLs for moderation

Use case: Users are starting to post affiliate and referral links / URLs on our community. We want to closely moderate and prohibit such links before they appear publicly. 

Ideally, we’d like these posts or topics (if a link is in the first post) would be held in a separate tab and not in Flagged. Probably a separate area such as “Held for Moderation” or “Held posts” that require an Admin/Moderator to approve before it’s live.

A really nice to have feature would be to be able to whitelist domains so that all internal/approved URLs are automatically allowed.
