Journey Orchestrator - Identify Internal Programs to bypass operational 5000 limit

We are using Gainsight to send Journey Orchestrator emails internally. We have been marking them as Non-Operational, but since these are internal are really Operational. However, we do not want to hit the 5000 limit.

We want to use the CC function that Operational emails have. It would be great to not only be able to identify Operational vs Non-Operational, but an Internal vs External
