Need to have a button to send Welcome email

Hi team,

When ever user change the license type and permission bundle they need have one more step to send Welcome email.

When ever they save changes User status move to pending, if a Welcome is triggered manually then it shows “Welcome email sent “ but User did not received it, 

Customer wants to change the message to that “Status is in pending, send Welcome later” or the email should be delivered properly.
