Non-admin should have access to approving join group requests

We’d like our CSM’s (non-community admin) to take the lead on groups that community-admin has created for them and their clients. However, currently (as I understand) only community-admin can approve / deny ‘join group requests’ for private groups. We cannot make these groups public to avoid the approval step because these are account-level groups discussing account information.
