For example, when you would use this bulk messaging, how often, and how would select the list of users ( any criteria for filtering them out)? Thanks in advance!

For example, if we are looking to run a community specific event, and want to invite a list of targeted CX members, we can get said list from the analytics dashboard by filtering industry, and be able to upload a csv file of 50 customers (or more) in one go to reach out to them via private messages.
In most cases this number would be above 50, but to begin, if there is a way to add a csv file of the user names in one go, things would be a lot easier and quicker!
(Currently, we are doing this manually once every 2 weeks as we scale the number of events/ conversations in the community.)

@Rhea I have a work-around for you, if this is of any help 
I actually just sent out private messages to a larger group of people, mainly our superusers and other active members.
i copied their usernames from the user export to get their usernames to an excel sheet, then I simply added commas to the column next to usernames and copied 49 usernames (and commas!) at a time to the recipient field of the private messages.
