Provide the ability to have access to timeline activity comments in reports & rules

Currently there is no ability to report on/write rules on any comments logged on timeline activities.  Furthermore, the Last Modified Date on Timeline Activity is not updated when Comments are added.  My customers use case is their users log comments on Timeline Activities and they want run reports, trigger CTAs if an update has not been made in x days.
