Rules Engine: stablish a "try again" option for Rules

I’ve been running into some rules that produce failed records due to timing issues, i.e. a rule runs that trying to populate a field on the Company object, but the Company hasn’t been created yet because the latest sync hasn’t run yet.

It would be a nice enhancement to be able to set a flag on specific rules to have the rule “try again” after X amount of time to  re-run against records that failed.
