Use mod tags to feature topics on other pages (community overview, custom)

I’m pretty sure the featured_home mod tag method of featuring topics has been deprecated but I thought it might be a neat way to automate the featuring of content on other pages, like the Community Overview and custom pages (when those launch).

It would provide a way for anyone to be able to feature something on a page without going into the Customize screen.
